Pay before Receiving Products

I have worked with a specific company (china) in about 5 past business transactions. The deal was always pay the downpayment, then pay the balance upon receiving good products. I placed a down payment for goods to be delivered on August 28th (supplier set the date). Goods were not sent, and now they demand all money upfront before they ship goods? I do not have the money to pay full balance, I can, and will pay the balance upon delivering the goods to my 3 customers. Supplier will not accept this solution. if I can borrow this money owed the supplier for full payment of goods, would I have any recourse against this supplier, if they deliver me bad quality goods?
