How to obtain certificate of origin from Chinese wholesalers?

Hi, I need to export clothes out of China and import it in Europe. To import the textile the customs need a document called Certificate of Origin showing the clothes are made in China. My problem is that I'll buy from different Chinese wholesale suppliers. I've asked them about providing the document, but they don't know it and seem hesitant to help me with it. I looked at the Chinese authority site which issues the certificates (http://www.ccpit.org.cn/service/co.htm) and it says that only companies who have the right to export can obtain such certificate of origin. I get the feeling that the Chinese suppliers don't have such right. Is it difficult for them to obtain it? And the certificate of origin? I'm sorting this out all by myself and hope I can assure the wholesale supplier to help me with this (and he will obtain the document for me)! Or perhaps somebody know of an export agency who handles the Certificate of Origin for me? I hope somebody can help me with this!! Thank you!

Thank you for your feedback! The supplier is a wholesaler, not the manufacturer. He says he doesn't know what a certificate of origin is. I'm in contact with export agencies, can they also help me when the supplier is not the actual manufacturer? Regarding the export quota, how can I check this? What volume are we talking about? Thanks again
